Libraries Are Customary
The Presidential Libraries Act of 1955 was created to influence former presidents to build an official library with their presidential papers and other historical materials. This act is a public service to the country and therefore the libraries are, more often than not, open to the public. Many presidents are even buried on the grounds of their library.
