While it would be great to be able to pay off millions of college graduates’ student loans, the president can’t actually grant such a thing. Even though they have the power of a presidential pardon and can pardon people with extreme crimes, they can’t do the same for students.

Reduce Welfare
Welfare seems like something the president would have control over, but that isn’t the case. Any type of welfare reform needs to first be passed as a law or as part of a budget. This also means that it has to go through Congress, meaning the president doesn’t really have much control over it. The president can propose changes, but there’s no guarantee of any being passed.
