A few minutes into the dance, Clare immediately noticed Ann approaching her. She took her off the dance floor and explained that male chaperones were commenting on her dress and provacative dance moves. More specifically she blamed her for the other boys “impure thoughts.”

In other words, she was telling Clare ‘she asked for it’. This was something that should never be said to a young girl. All she did was wear a beautiful dress, in no way was she to blame. How was she responsible for the gross thoughts of the other boys and fathers at the dance.
